South Dakota Gov. Noem wants activists to pay for the legal bills stemming from her lawsuit for stopping the citizen-voted cannabis legalization. The governor is up for reelection this year. Noem has consistently faced criticism from advocates and stakeholders over her early opposition to cannabis reform.
